He said, ‘Our Lord is He Who gave unto everything its proper form and then guided it to its proper function.’

87:3-4.
Commentary:
The verse means to say that there exists a perfect order in the world and that God has endowed everything with the qualities and attributes which are best suited to its particular requirements and needs and by making proper use of which it can attain to its fullest development.
Pharaoh seems to be a polytheistic philosopher. Here Moses has drawn his attention to the Oneness and Unity of God.

81:3, 4.
The verse means that there exists perfect order in the world and that God has endowed everything with properties which are best suited to its particular requirements and needs, and by making proper use of which it can attain its fullest development.
